What Is Solar Rakyat Sabah

Solar Rakyat Sabah is The Energy Commission of Sabah (ECoS)’ new residential rooftop solar programme under Net Energy Metering (NEM), launched on 30th June 2026. It allows eligible homeowners to use solar energy mainly for their own homes, while surplus electricity can be exported to the Sabah Electricity grid as bill credits.

Under this initiative, homeowners can enjoy lower electricity bills, greater energy independence, and the satisfaction of contributing to a cleaner Sabah. To ensure fairness and reliability, system sizes are capped at 5kWac for single‑phase connections and 10kWac for three‑phase connections. A total quota of 20MW is available until 2028 (whichever comes first), with applications processed strictly on a first‑come, first‑served basis.

Applications are simple and transparent: residents must appoint an Electrical Contractor Class PV - Grid-Connected (ECCPV-GC) to manage design, installation and technical certification. This ensures every system meets strict safety and performance standards. The ECCPV-GC will act as a “One Stop Centre” for all matters related to the Solar Rakyat Programme. The ECCPV-GC shall apply the programme on behalf of the residents through the ECoS Energy Information System (EEISy) digital platform.

Participants can also benefit from energy credits for surplus electricity exported to the grid, which can offset bills for up to twelve (12) years. With clear guidelines and strong safeguards in place, Solar Rakyat Sabah offers households a reliable way to save money while supporting renewable energy growth across the state.

Statewide quota is 20MW, on a first-come, first-served basis until 2028 or until the quota is fully taken up. The ECoS quota dashboard currently shows 20MW remaining, though this should always be checked before submission.
Applications must be handled through an ECoS-registered ECCPV-GC contractor, who manages the design, EEISy submission, installation, Sabah Electricity liaison, testing and commissioning.
Approval may be issued within 14 working days after a complete submission, subject to ECoS review. Installation must begin within three months after approval.
Customers sign a 12-year contract with Sabah Electricity. Excess export is credited against bills, but it is not cash-out money. Unused credits can generally roll forward for up to 12 months before expiry.
ECoS does not charge an application fee, but the homeowner remains responsible for solar system, installation, metering and related costs.
